Police watchdog near conclusion on Cardiff crash missing person probe

The investigation by the police watchdog into the handling of missing person reports after a tragic crash in Cardiff that claimed the lives of three young individuals is nearing its conclusion, according to the Independent Office for Police Conduct (IOPC).

The IOPC stated that the inquiry into the March 2023 incident has been both intricate and demanding in terms of resources.

The crash on 4th March resulted in the deaths of driver Rafel Jeanne, 24, and passengers Darcy Ross and Eve Smith, both 21, in the St Mellons area of the city.

Sophie Russon, 20, and Shane Loughlin, 32, sustained injuries but survived the accident.

The Volkswagen Tiguan they were traveling in veered off a slip road towards a roundabout at 2:03 am, ultimately colliding with trees.

The five individuals were not found until the 6th of March, approximately 46 hours post the crash.

The IOPC initiated an investigation into the police’s handling of missing persons reports during that weekend.

In a recent update, the IOPC mentioned conducting extensive interviews with eight Gwent police officers, all of whom have received notices for gross misconduct and misconduct.

«As part of our inquiries, we have acquired and reviewed pertinent policing policies and procedures, including the College of Policing Guidance on missing persons and risk assessments, and have documented over 400 pieces of evidence.

«We have compiled nearly 100 statements as part of our investigation, in addition to scrutinizing a substantial amount of police radio communications, audio recordings, and body-worn camera footage.»

Furthermore, the IOPC stated, «All the evidence has been meticulously evaluated and is being assembled into a comprehensive final report to aid in the decision-making process.

«We are in the final stages of our investigation to ensure it is as thorough and detailed as possible while also being expedient.

«Our condolences and thoughts are with the families and friends of the young individuals who tragically lost their lives, those who sustained serious injuries, and all those impacted by this tragic event.»
